PREFACE

A "complete list of public documents'' has long been desired by librarians and others who have had occasion to consult the publica- tions of the United States Government. The many difficulties in the way of compiling such a work, however, have been deemed insur- mountable even b\' some of the most experienced librarians. Two editions of a Public-documents Checklist have l)een issued, neither of which purpoi-ts to be complete. It is believed to lie impossible, at this late date, to make an absolutely complete list, but, Imrring errors, I do claim that the work now nearing completion, in three parts, is a complete list of the publications of the United States Government known to have been printed.

The work of making such a list, in so far as the miscellaneous publications of the Executive Departments and other offices of the Government were concerned, was entirely original. There were two great difficulties in the way of such an undertaking. One was due to the fact that the Government had been printing documents for one hundred 3'ears l>ef ore any svstematic attempt was made to cata- logue them. Even this catalogue (Poore's Descriptive (llatalogue of Government Publicjitions, 1774-1881) was of little assistance because of many omissions in listing the departmental publications. But, perhaj)s, the chief difficulty was that no scheme had been devised for a readv and svstematic reference to such documents, as had been done in the case of the Congressional numbered documents, by Dr. Ames's invention of serial numbers. Mv idea was that a scheme, similar to the serial numl)ers, could be evolved and applied to the departmental series of documents so as to render reference to them simple and eas}'. This difficult problem was solved by an employee of this office, and his .scheme for the arrangement of the departmental series has been satisfactorily applied to the public documents library in this office (the hirjjest of its chamcter in the United States). It may he readily adopted in any public documents library. Its scope and detail will l>e fully explained in the third part, hereafter to l)e published.

No trouble or expense is being spared in the effort to make the new list accumte and more comprehensive than any heretofore printed. The libraries of this and other cities are being thoroughly examined for documents not listed in the printed catalogues.

It will bo published in three parts, and will then be consolidated and published in one volume with a general index.

The first j>art will contain a list of the dotuinients of the First to the Fourteenth Congress, )x)th inclusive, covering the period from 1781) to 1817.

The third part will contain a list of the reports and miscellaneous pu))lications of the Executive Departments, ])ureaus, and other oflSces of the Government, printed without Congressional num))ers.

The second pjirt, which is su))mitted herewith, contains a list of, and an index to, the documents of the Fifteenth to the Fifty-second Con- gress, })oth inclusive. It is issued first because it is deemed of greatest interest. The list is not extended beyond the Fift^'-second Congress, becAiLse all documents printed b}'^ the United States Government since the ))egiiming of the Fift}^ third Congress are entered in the cata- logues compiled and published by this office, under the act approved January 12, 1895, relating to the pu))lic printing, binding, and the dis- tribution of documents.

SCOPE OF SECOND I'AUT

The "Congressional series," or "sheep set,'' as it is often called, includes, from the })eginning of the Fifteenth to the close of the Fifty-second Congress, 8,150 volumes of from 75 t^ 2,3(M) pages each, bound in sheepskin, ranging in size from narrow octavo to folio and wide quarto, and containing 06,875 separately num})ered documents.

A glance at the index herein will convince one of the variety of sub- jects treated, while a careful examination of the volumes themselves will reveal an equal amount of variety in size, l>inding, titling, paging, numbering, and arrangement.

SERIAL NUMIJERS

The plan of gathering together in one systematic "series" this val- uable Init confused mass of (jovernment literature was conceived l)v Dr. John G. Ames, and his device of ai)plyinga '* nuuiing" or "serial" num))er to the volumes in a uniform maimer, l)eginning with the first session of the Fifteenth Congress, has proved a most effectual help in IcK'ating the volumes, and has also made possible the simple yet lucid reference used in the index to this work. Refen»nce to the tji)>les will show the practical application of the scheme.

Ur. Ames did not use the "serial numl)ers" in the first edition of the Checklist (List of Congressional documents from Fifteenth to Fifty- first Congress, etc%, prepared by John (r. Ames, 18l>2), but in preimring the ' ' copy " for a second edition he affixed the numbers. This "copy " he generously turned over to the Superintendent of Document^, by whom it was adopted and ased in the second edition of the Checklist (Checklist of Public Documents containing Delmtes and Proceedings

of Congress from First to Fift^-third Congress, etc., second edition, revised and enlarged, issued by F. A. Crandall, 1896).

The tabular form of listing, instituted in the second edition, has been adopted in this list, with slight change in armngement and the omis- sion of ''titles," except where they are necessary for identification of the document.

Although this action was taken at the second session of the Thir- teenth Congress, and was inniiediately applied by the House to some of its doi'unients, and while it is true that the Senate adopted a similar scheme at the second session of the Fourteenth Congress for some of its publications, still, it is also true that in ))oth Houses the orderaas to size and numbering were not strictly adhered to until the com- mencement of the first session of the Fifteenth Congress, for up to that time in lK)th Houses appear a series of folio documents to w^hich no num})ers were affixed, and which could not, therefore, be embraced in a plan for "serial numbering/' On the 3d of March, 1817, all the documents were brought into the numbered series ))y the passage of the following resolution:

Resohrdy That the Secretary of the Senat<^ and Clerk of the House of Representa- tives Ixj directed, in making any further contracts for the printinjr of Congress, to stipulate and require that the same, excepting only the bills, or when otherwise Hi)ecially directed by either House, shall be done in royal octavo fonn, the size of the pages to be the same as those of the laws of the Unitecl States, and that when any tables will not admit, with the une of a small ty|)e, of compression into that size, they shall he so printeil as to fold c(»nveniently into the volume.

REPEATING THE ''DOCUMENT NUMBER""

The provision in the resolution of the 14th of Decemlwr, 1818, that the number of each document shall be "distinctly marked on the top of the title-page and every subsequent page, in addition to the num- ber of each page of such document,'' was o))served to the commence- ment of the second session of the Thirty-third Congress, when the ''document immber" wa« dropped from all but the first page of the document. As no evidence cun l>e found of the repeal of the resolu- tion, it is difficult to understand why such an eusily complied with and useful enactment should be ignored.

Practical experience has demonstrated the fact that not only should the "document number"' appear at the head of each page of a doi'u- ment, but that a continuous volume paging should be carried at the bottom of the page. This "volume paging" would in no way inter- fere with the "document paging," but would make "volumes'" outof what are now mere bound collec^tions of separate documents, greatlj^ facilitating the work of indexing. Had a continuous paging been used, a much more direct reference could have been made in this index than has been possible under existing circumstances, and had the law been adhered to as to the "document numl)er" being placed on ever}" P»R<^ of a document nnu'h time and annoyance would be saved those using it as it is

PAPERS OF FIRST FOURTEEN CONGRESSES

The lack of information as to the documents and reports printed I)}' order of the first fourteen Congresses, while greath' to be deplored, is easily accounted for. The printing during the very (»arly Congresses

was done without any general provision of law as to what should he printed. The discretion in this matter was reposed in the Seci'etar}' of the Senate and the Clerk of the House of Repi-esentatives, and the limited editions thus ordered ac*count for the seureity of the original prints. Even as early as 18!i9, when an attempt was made to reprint the more important of these ejirly papers, it was reported to Repre- sentative Barringer, ])y the Clerk of the House, that from 1798 to 1803 not a vestige of manuscript, and only a scattered few printed copies, were extant. (See Congressional Delmtes, v. 5, p. 376.)

The de^struction of the Capitol in 1814 cost most of the remaining surplus of all the documents, and heightened the interest in a reprint of them in a more accessible form. Year after year attempts* were made to accomplish this end; but political feuds and personal animos- ities created mu(*h dissension and spirited debate, and it was not until March 2, 1831, that the following bill was presented for the third reading and passed:

In a speex^h on that date, in reply to a scathing opix)siug tirade on the part of Mr. Jesse* Speight, of North Carolina, Mr. William Dniy- ton, of South Carolina, said:

The dociinients referre<l to coinprehen<l those state i>ax)er8 of the Executive and iti» departments, and those reports of l)oth branches of Congress, which are of ])eculiar importance, fn>in their throwing light u{K)n the principles of the interior and exterior policy of our Government during the long interval which elapsed from the adoption of theFe<leral Constitution to the year 1813. The contents of these papers are known tolmtfew. Oi many of them there are but two or three copies now extant, and otheruof them are only to l>e found in maniL«<cript in the possession of a small number of persons. Surely the rwords of the Unittnl States, ui>on subjet^ts which ought to 1* familiar to every Sc»natorand Rej)rest»ntative, shouhl ljei»asily attainable, and yet the reverse is not/>riouslv the fact.

The ''Ameriam State Papei*s," in .38 volumes, which were the out- come of this and subsequent legislation, are dou))tless among the most valuable public documents ever provided for })y Congress. They stand as a monument to their editor's, Walter Ix)wrie and Mathew St. Clair Clarke, and vindicate the ability of the printers, Gales & Seaton, while arguing by contiust very unfavora))ly for other contemporane- ous efforts in book making both by (rales & Seaton and hy others.

No complete list or collection of the original prints of these papers is now extant, but when it is realized that these ''American State Papers'' contain reprints of the important documents of all classes

from 1789 to 1833, and of some classes up to 1838, also many others which had never before been printed; when their convenient form, excellent execution, and liberal indexing are taken into account, the questions of "how i*ian\'" and ''what were" the papers of the earlier Congresses will no longer disturb the minds of the public* in general; though no compilation or reprint can ever take the place of or lessen the interest in the original prints in the eyes of librarians and bib- liographers.

The list of original prints of these papers, now being compiled as the first part of the more comprehensive work on public documents to be issued from this office, will Ijc issued separately in the near future.

ARRANGEMENT OF THE IXXnJMENTS

The separating of the committee report^ from the other documents was begun b}' the House at the commencement of the Sixteenth Con- gress, but the Senate did not adopt any plan of arningement until the Thirtieth Congress, fii-st session, when the following plan was jidopt<^d bv each House:

Journals.

Executive documents, containing communications from the Presi- dent or the Executive departments.

Miscellaneous documents, containing amendments, resolutions, peti- tions, memorials, and special reports of all kinds other than of committees.

Committee reports.

NUMBERING OF SERIES

A new set of numbers is applied to the do<*uments of each session, whereas the reports are numlx^red consecutively through an entire Congress. Previous to the Fort}^ -seventh Congress the House reports received new numbers at each session.

INDEXING

Indexing was l)egun at the FifU^enth Congress, second session, 1)}^ the Senate, and at the Sixteenth Congress, first session, by the House. In liotli Houses, up to the Seventeenth Congress, first session, the indexes were mere tii))lesof cont<»nts, contained onlv in the first volume of the series indexed. After that i)eriod they were contiined in each volume, though it wsis man}' 3'ears })efore they really deserved the name of ''index.'-

TITI.E-PAGES AND '' BACK TITLES''

The appended list (Appendix 2) contains all the necessary biblio- gmphical matter which could not be conveniently introduced into the tables. As will l)e seen ))v reference to this list, the svstematic

arrangement of the volumes is greatly impeded by the lack of title- pages or their peculiar and varied construction. The ''back titles" or "binders titles," which present the only means of identification when no title pages appear, are oven more aggravating in their variety. For example^ the top ^'band" was adopted for the "series title," and reads "State Papers, Eighteenth Congress, first session," for volume 6, but volume 7 of the same series reads "(Commercial Regulations." It seems to have lieen the rule to drop the series title on the back when- ever the document filled a volume, even when no series title-page was provided.

TIIE ANNOTATED INDEX

The sevend series of fragmentary indexes published in the collected volumes are so inept and inadequate that Dr. A. 11. Spofford sbited, in a published paper in 1895, that the public documents of the United States would be several thousand s(»aled l)Ooks to people and officials alike, if it were not for half a dozen "" living indexes" in Wjishington. If "living indexes" could live forever, possi))ly they would suffice for the needs of statesmen and students who find in the public documents the chief source of the knowledge which the discharge of their high functions calls for. But since " living indexes," wonderful and admir- able though they may be, are but mortal, while printed records are practically immortal, it has seemed exceedingl}- desirable that a gen- eral annotated index to the volumes of the Congressional series, from the period when they became collectible and cognizable, namely, the beginning of the Fifteenth Congress, should be constructed and pub- lished. This work indeed has been long recognized as the chief bibli- ographical need of American historians, publicists, and legislators, but it was a work so fonnidable that those who were most competent to undertake it, and who were therefore most familiar with its magnitude and difficulties, have shrunk from the task. Poore's ponderous Descrip- tive Catalogue of Government Publications, 1881, was indeed under- taken and CArried through, but it Ls only a costly and almost useless monument to misguided industry and zeal.

At last, however, the work has been taken up with the purpose of carrying it through upon lines laid down by the accumulated expe- rience of librarians and bibliogmphers.

The result is l>efore the reader, and it is to l)e hoped that it may prove in use all that it has })een in intention.

It has ])een constructed, with Init few exceptions, from the heiidings of the various do<*uments, no attempt having })een made to analyze any but the annual reports of the Executive departments, and these only to bring out the reports of subordinate officers, special papere king ignored. In the (completed work, toward which this publication

is but a contribution, all these reports will be thoroughly analyzed in their departmental form, which, except in binding, is identical with the Congressional edition.

The index also includes references to the American State Papers by subject-matter of the volumes. In the completed work these papers will be carefully analyzed, but their full indexing obviated, to some extent, the withholding of this publication until that could be accom- plished.

Unfamiliarity with the contents of the documents will excuse any errors, omissions, and inconsistencies which may characterize the index; but it is believed that, though lac*king in symmetry and com- prehensiveness, it will yet open up to practical usage thousands of valuable papers which for yeare have been buried.

EXCEPTIONS

The endeavor has been to extricate the more important documents from the scattered mass of worthless matter which composes nearly one-half of the Congressional set. Entries therefore have not l>een made for any document or report included under the following head- ings unless they were of historic chamcter: Appropriations (Indian or minor); condemned cannon; contested elections; memorials; i^titions; private claims; public buildings.

Despite these exceptions, fully 50,000 documents and reports have been indexed under authors, subjects, and titles.

No entries have been made under committees, or members submitting reports, unless the report is generally known by the name of such member or committee.

The bibliographical notes contained in the index have been most carefully written, and will be found invaluable in tracing a subject. If a suggestion might be oflFered as to the use of this work, it would be that the index ))e used in tracing a subject rather than direct con- sultation of the tables, as in the latter case nmch valuable information contained in the ''notes" in the index would be lost.

A catalogue of this vast series, which would require the undivided eflForts of seveiTil trained cataloguers for man}'^ years, will now be prac- tically unnecessary, for while this publication is not a catalogue in any proper sense of the word, yet as a reference work it covei^s much the same ground.
